dc.description.abstractThe Public Private Partnership (PPP) is a fully or partially private-funded procurement method in Malaysia introduced to reduce the government’s financial burden in developing facilities and infrastructure including highway projects. However, limited studies have gauged its success, especially in achieving value for money, and the effectiveness of the procurement process. Therefore, this research used semi-structured interviews and Analytic Hierarchy Process (AHP) to evaluate the performance of PPP highway projects through case studies (AKLEH and GCE), including identifying the critical success factors (CSFs). The research’s CSF findings were project implementability, judicious government control, and transparent and efficient procurement process. Besides that, the contributing factors that were significant to these CSFs were also identified, with the top five being effective management control, good communication between all parties, stable and transparent political and social conditions, multi-purpose objective protection and effective payment mechanisms. Based on these results, the attributes that should be discussed during the negotiation process were determined using grounded theory, which were: concession period, toll rate scheme, break-even, future planning, performance evaluation, payment mechanism, and profit sharing. Ultimately, a negotiation process framework was developed. The use of this framework is expected to increase the achievement of value for money, and the effectiveness of the procurement process for highway projects using the PPP scheme.
