Abstract
On 5th August, 2005, Indonesian government a'nd Free Acheh Movement (Geurakan
Aceh Merdeka; GAM) signed the peace agreement to end the protracted conflict in
Aceh. This study aims to investigate the role and influence of civil society in
establishing the peace before the peace accord was signed. The civil society are
organized in many organizations that appear to have different vision and mission, work
separately but have similar platform: individual freedom and human right.
In order to measure the success of civil society in transforming the conflict, we use
several parameters that have, been developed by experts. The parameters are context
transformation, structural tranSformation, actor transformation, transformation of issue
and transformation of person in elite group.
This study revealed that the activities of civilian in advocating and campaigning on the
value of peace, protection to the victims of the conflict, and other humanitarian actions
have changed the parameters in the conflict in Acheh; this leads to the smooth process
in ending the conflict. This transformation happened not only due to the role of civilian
but also the international community and theĀ· parties that raged the conflict. The
significant role of civil society, according to this study, is in transforming the structure of
conflict from imbalance (asymmetric) to a more balance power. The conflict that was
latent before became open, therefore it is easier to resolve, Civil society also play an
important role in transforming the issue of conflict from separatism, violence, and
military to peace, democracy and humariity. These transformations become the leading
parameter for resolving the conflict and establishing the peace in wider area.
