dc.description.abstractGovernment SOPs in flood disaster response are overstressed during the December 2014 floods in Pahang with flood relief agencies experiencing poor performance in evacuation, rescue and relief operations. Victims' evaluation of government SOPs for preparedness, warning, rescue, evacuation, flood relief and recovery, showed that there were a lot of problems in the current SOPs. Majority of flood victims' evaluated the SOPs as not so effective, as many evacuation centers were cut off, and rescuers could not reach flood victims. Many evacuation centers were flooded, rendering SOPs inoperable.en_US
