Abstract
In 2007, the european union pledged to become a water-efficient community, a crucial step towards sustainable development, yet progress is constrained by the absence of relevant benchmarking and scientific insight. Addressing this gap, this thesis models and evaluates water use, public water sector, and economic water cycle efficiency across european countries, integrating mathematical and statistical methods, economic theories, and circular economy principles. Europe’s water resources face growing pressure from climate change, overexploitation, and pollution. Notwithstanding the importance of improving water efficiency in both demand and supply to strengthen water security, advancements are impeded by a lack of assessment tools and research-based guidance tailored to diverse conditions. Moreover, despite efforts to adopt circular economy practices, there is substantial untapped potential, particularly exemplified by germany. In response, the objectives of this thesis are to introduce frameworks for assessing water utilisation and sector efficiency across europe, equipping stakeholders with decision-support instruments and insights to guide performance optimisation and facilitate cross-border learning, and to pioneer a comprehensive resource circularity-based assessment approach to inform holistic water economy performance improvements
