Abstract
Over the past few decades, Higher Education Institutions (HEIs) worldwide are looking for alternate sources of financing due to reduced state fundings. PHEIs in Malaysia are also facing fiscal challenges after declining state support since 2015 and striving to meet the deficit through alternate sources of financing. Philanthropy has emerged as a viable funding alternative for Malaysian public higher education institutions. Although philanthropy in education has long historical tradition, but in recent decades greater attention has been directed toward the roles of leadership in fundraising efforts along with institutional development offices to increase its outcomes. The purpose of this study was to explore the role of academic and administrative leaders in fundraising and develop a competency framework with requisite competencies, skills, and behaviours suitable for HEI leadership in philanthropic fundraising.
