The goal of this project is to develop a system to localize or detect car number plate location and recognize the detected characters automatically. Car number plate recognition (CNPR) system is a challenging task due to the variety of car number plate format in Malaysia. A proper design has to be carried out in order to achieve high performance rate for this system. For this project, connected component analysis is used to detect or localize the car plate region. For character recognition part, K-Nearest Neighbors (KNN) classifier is designed to handle this task. The performance rate of the overall system is about 74% with all the car plate location is exactly detected, good segmentation of character and correct character recognition. Besides, this system is feasible to run in real time due to the simplicity of detection algorithm. A lot of works need to be done in the future in order to improve the performance rate of the system.
