Abstract
Delay is an important issue to be considered when talking about the construction industry and construction projects. Understanding the actual
causes and effects of delay is considered a challenge. Many studies have been carried out on the issues of delay in construction related to concept, categories, and challenges. However, there is still a lack of studies focusing exclusively on the identification of the causes and effects of such a significant and widespread phenomenon. Hence, this study is intended to identify and assess the major causes and effects of delays within The
United Arab Emirates (UAE) construction projects. The study was conducted using a quantitative research approach, where the qualitative component was carried out using exploratory interviews with 20 selected construction experts to gain insights into the issue of delay related to cause-and-effect factors. The information gathered from the interviews was analysed using a thematic approach. In the quantitative component, a
questionnaire survey was used to collect data from 143 respondents to assess the cause and-effect factors. The questionnaire was designed based on the causes and effects identified from the literature and the exploratory interviews, which simultaneously resulted in identifying 106 causes and 7 effects. The collected data were analysed using a number of quantitative data analysis methods, including Relative Weight (Importance) Analysis. The quantitative data rank the significance level of the factors, indicating that the three most significant cause factors are Change orders, Delay in
decision-making /approval, and Poor control of project progress. The three most common effects of delay were identified as extension of time, additional cost, and additional time and cost. The collected data were further used to develop a framework model to minimize and provide more control over the project during execution, called Digital Supervision. The suggested framework for this study has three main parts: project execution activities, proposed digital supervision system or portal, and the framework output.
