Abstract
Malaysia Education Blueprint 2013 – 2025 aims to make quality education in Malaysia in the top third of countries in the international student assessments. To achieve this goal, the executor, especially the teachers in the school should adopt organizational citizenship behavior, including proactive and willing to work beyond the scope of the task set. However, many teachers do not have the organizational citizenship behavior and reactive acts only in specified job descriptions. This occurs due to the loss of confidence in the leadership of the teachers of the school as a result of poor organizational justice practices in schools. The main purpose of this study was to identify the level of organizational justice, trust and organizational citizenship behavior in government primary schools in Malaysia. In particular, the study aims to identify the influence of organizational justice on trust and organizational citizenship behavior and identifies whether a variable trust mediator in the relationship between organizational justice in organizational citizenship behavior. This was a survey research and the data were obtained using questionnaire, with the unit of analysis being within the school organization. A total of 992 teacher respondents and 214 administrators from 214 government primary schools selected from different types of purposive sampling in the four northern states of Peninsular Malaysia were involved in this study. Questionnaire used to obtain the data were from Colquitt (2001) for organizational justice, Hoy and Tschannen-Moran (2003) for the trust toward headmasters and colleagues, and Mohamad Abdullah Hemdi (2006) for trust toward top management; while the xix instruments for organizational citizenship behavior were taken from Dipaola, Tarter and Hoy (2004). The results showed that the practice of organizational justice, trust and organizational citizenship behavior in government primary schools in Malaysia is high. The study also showed the influence of organizational justice on trust and organizational citizenship behavior. The trust variables were found to influence teachers’ organizational citizenship behavior. The study also showed that trusts influence is a mediator between variables of organizational justice and organizational citizenship behavior . The results of this study also suggested several implications for the Ministry of Education to help improve policy on its training institutions in order to improve training and school management practices.
