Abstract
This research was aimed to assist Perbadanan Bekalan Air Pulau Pinang Sdn, Bhd. (PBAPP) to resolve their Main Meter Debt collection issues which was accumulated over the time. Despite, many management efforts to resolve this issue, the problem was continuously escalating to an alarming level and becoming an critical matter that may affect cashflow badly if the issue is not addressed immediately. Qualitative approach was used in this research to identify root cause of problems that lead to high Main Meter debt. A total of six (6) staffs were interviewed in this research to compile the findings. The findings were then analyzed into two major categories. First category was focused on root causes contributed by external factors such as developers, Joint-Management Body (JMB) / Management Corporations (MC) and property managers. The second category was then focused on internal causes that contributing towards the problem under research. The findings were grouped into SWOT analysis quadrant and Fishbone matrix to have better understanding of issue. Then emphasize was given towards threats and weaknesses which were to core causes to high Main Meter debt. Each weakness and threat was further analyzed and recommendation(s) was proposed to the management of PBAPP for their kind consideration for implementation. It is expected this research will be useful for PBAPP to understand consumer‟s problem in settling their water bills as well as to understand the organization‟s problem in debt recovery exercise in order to tackle their long outstanding Main Meter debt problem.
