dc.description.abstract | This study attempts to look at the relationships between the Critical Success Factors (CSFs) and MS ISO 9000 implementation and to identify which CSFs play the main role in achieving MS ISO 9000 certification. A pilot study was conducted and followed by the survey method used to collect data from a national wide. The samples consisted of 527 public agencies that were implementing MS ISO 9000. However the respond rate was only 23.8 percent or 165 public agencies. Logistic regression was used to test the two main hypotheses. In the first hypothesis, significant differences were found among the CSFs leading to achievement of MS ISO 9000 certification, namely the staff involvement and followed by top management commitment. In the second hypothesis, type of organization did not moderate the relationship between CSFs .·and achievement of MS ISO 9000 certification. The findings of this research can be used for benchmarking improvement to the quality system in public agencies. This research also .brings practical implications to quality managers who are implementing quality system especially in managing and developing human resources. It is imperative that quality managers focus on creating an environment that can support staff involvement in implementing quality system and second removing all obstacles for staff implementing and managing quality in the public agencies. | en_US |
