Abstract
This study was prompted by the low utilization of the public bus transport, RAPID Penang, and the knowledge gap found in the relationship between “intention” (Ajzen, 1985) and “behavioral readiness” (Gollwitzer, 1996) in the literature. A research model was developed based on “Theory of Interpersonal Behavior” (TIB, Triandis, 1980), “The Transtheoretical Model” (TTM, Proschaska & DiClemente, 1984), and “Model of Action Phases” (MAP, Heckhausen, 1987) to identify the predictors of intention to use and behavioral readiness to use among the non users of RAPID bus. Sample of the non users (N=313) was solicited from George Town conurbation centre using the online survey tool, SoGoSurvey. Results from the structural equation modeling (PLS-SEM) showed significant associations of convenience, flexible services, referent group, commitment to environment, and commute impedance with intention to use. The analysis also revealed that intention to use was the primary predictor of the behavioral readiness to use, whereas behavioral readiness to use was largely moderated by habit of using car or motorcycle. Empirical results highlighted the potential impediment imposed upon the behavioral readiness to use RAPID bus generated by the gender role of the non users. The study makes several theoretical contributions and provides insights on effort to further strengthen the behavioral readiness to use. Practical implications were discussed and pragmatic intervention programs were proposed targeting
improvement of behavioral readiness to use RAPID bus. Several potential avenues for future research were identified and advanced. In short, this study helps the neighboring countries which have similar contextual environment to benefit from the concept of flexible bus and its predictors.
