Abstract
This research examines ethnic relations in the context of regional redistricting in Lampung, Indonesia. This research aims to identify (i) the patterns of ethnic relations and elite political culture in Pringsewu, Lampung Province (ii) to analyze the resistance and local elite accommodation during political campaign and conflicts, (iii) to examine the strategies employed by the elites during political contestation. Adopting the ethnographic approach, this qualitative research utilizes in-depth interviews and participant observation. Among the findings are (1) candidates of Lampung-Java descent tend to be more accepted by the society (2) while those of Javanese descent are rejected (3) and finally the Lampung candidates are accepted. The analysis demonstrates that the mixed-ethnic composition is an important solution to maintain a good relations between both ethnic groups. The inter-ethnic harmonious relationship is fundamental to the dream state (nation of intent), a concept theorized by Samsul AB (2007). This research concludes that political contestation carried out by the elites is similar to a gambling game. The constituents’ preference towards mixed-ethnic composition is evident through the victories of candidates of Java-Lampung descendance. The pattern of elite contestation is expressed through the construction, of symbols, to obtain public sympathy. This study also found that the patterns of resistance are not stable, and not continuously uni-directional. They vary and show tendency to change at any time, which is against the arguments of Tsing (1999) and Scott (1985). Since they consider that the opposition is always in a stable form and uni-directional. Finally, this thesis observes that the relationship among ethnic groups can be adversely impact when it is combined with the interests of the elites in the political contestation.
