Abstract
The percentage of urban population in comparison with the whole
population in the country is always on the raise,. as in 1965 it was 25%, in
1987 it was 40%, in 1991 it was 50.6% and in 2020 it is focused to reach
70%. The increase in urban population is sure to give critical challenge to
the availability of housing units in the urban areas. One of the challenging
issues that are always being debated is the issue of low cost houses for
the low-income groups. The main issue that is always picking mind is the
involvement of private sectors in developing and offerings low cost houses
to this population.
The inclination of private sectors getting involve in the building of low cost
houses in the past was a failure because of the policies and the focus that
low cost houses is the responsibility of the government agencies.
This study is to look at the existing problems and the involvement of
private sectors in building and offering low cost houses as one of the
agencies in the implementation of housing program in the state of Penang.
It is very encouraging to note the involvement of private sectors is on the
increase and various steps and strategies had been implemented and will
be implemented by the government either directly or indirectly with the
private sectors. Still the problems' and the implementations of low cost
housing scheme exist.
Thus, the government policies should create a conducive and healthy
environment for private sectors to function and achieve the targeted plan.
The existing cooperation between the government and private sectors is a
positive step in implementing and successfully develop housing units for
all Malaysian population especially those of low-income groups in the
country.
