Illicit heroin use and HIV are double threats faced by Malaysia and some parts of the world. Malaysian AIDS Council reported the total number of HIV cases in Malaysia to be 86,127 by June2009, was merely 3 in the year 1986. With the rate of increase in HIV it is estimated that about 24 million Malaysians will be infected or affected by HIV/AIDS by the year 2020 where the total population is estimated to be 40 million.en_US
