Abstract
This study aims to find out the quality of services provided by teachers in eight
secondary schools in the District of Pulau, Penang. In this study, the spirit of the School
Charter as well as the characteristics of quality teachers identified by Mohan & Hull
(1975) are used as a basis for the clients' assessment. The characteristics of quality
teachers are teachers' personality and teaching behaviour. This is a correlational study
which uses a questionnaire as an instrument to gather data. A total of 510 form five
students were randomly chosen from four controlled and four day secondary schools.
The dependent variables are the teachers' personality and the teaching behaviour while
the independent variables are the students' demographic factors, namely types of
schools, gender, ethnic background and class streaming. Descriptive statistics such as
mean, frequency and standard deviation were used to illustrate the students'
demographic fa~tors. Inferen::al statistics, particularly Spc.::alman ·s rho· conelation was
used to identify the relationship between the variables. Independent-Samples T-test and
One-Way (ANOVA) were used to determine the differences in the quality of teachers'
service. Overall, the clients in all schools claim that the quality of teachers' service is
satisfactory. The findings show that there is a significant relationship between the
dependent variables in both co:1trolled andday secondary schools.In controlled schools, the findings vary according to the clients' ethnic background but
not according to gender and class streaming. On the other hand, in day secondary
schools, the findings vary according to the clients' gender and ethnic background but not
according to class streaming. It is hoped that the clients' assessment based on the School
Charter could generate feedback to the teachers to enhance the quality of their services.
This assessment is significant to ensure that the quality of teachers' service is always at
its optimum to produce students who are successful in their physical, emotional, spiritual
and intellectual development in line with the National Education Philosophy.
