| dc.description.abstract | This research is carried out in order to make a comparison of zakat managenament between Penang and Medan. Zakat plays an inprtent role because it has two main purposes, one is spiritual , and the other is socisl. For these reasons in Medan Notherm Sumatra Province the board of zakat collections was established in 1992, while in Penang the zakat management centre (PUZ) wa formed in 1994 . Parameters used for this research are zakat enactment , organization, collections, and distributions. This research is based on several the aretical frameworks established by Qaradawi established by Qaradawi (1985), Hafidhuddin (2002), Doa (2001), Karim (2001), Public Interest Research and Advocacy/PIRAC (2002) and Permono (1999). This study revealed that the understanding towards fiqh zakat has expanded in the modern sector and due to the collection of zakat by PUZ, Penang, many facilites have been made available. The amount of zakat received is very satisfactory. The zakat enactment and the system which is implemented is strict and can be enforced. It benefits the muzakki and the Muslims because tax exemption is given. Medan is superior to Penang in terms of the channelling of the zakat : investments in plantations, the availability of health facilities and shares in syariah banks. In order to build up a system to manage zakat, the management and the administration must be handled by the government with laws which, by their nature, can compel and which is suitable for local situations. The management and administration of zakat must be corporatised. Development of zakat is needed in order to change mustahik to muzakki. Development of zakat should be along term investment. | en_US |
