Abstract
The construction industry was found to have high accident rate. This was due to the
safety culture of the organization. This study was conducted to find out the level of the
understanding of the respondent towards the safety culture, the dimensions of the safety
culture that influence the safety level and as well as to find out the accident cause
whether due to the workers involved or the management of the organization. The study
was based on the Bandura Reciprocal Model. The Questionnaires consist of 88
questions was used to determine the perception of the respondent towards the five
dimensions of the safety cultures; Management, Safety System, Risks, Workload and
Competency. 250 sets of the questionnaires was distributed to 23 industrial firms in
Penang, Perak and Kedah. Data collected was analyzed by min and percentage using
SPSS. The result has showed that the respondent has a good understanding of the safety
culture. The percentage showed that the dimension that influenced the safety culture
was mainly due to the Risk factor with 81.7%, Safety System 72.5%, Management
71.5%, Workload 68.9% and Competency 61.9%. Based on the percentage value of the
high Risk dimension it can be concluded that the accident factor in an organization was
due the workers. Two suggestions for future research has been made in improving the
safety culture in an organization; To determine the important elements in each safety
culture dimensions and To study the safety culture in high and low accident rate
organization. This future research was hoping to be able to identify the important
elements in positive safety culture organization to be implemented in other
organization.
