Abstract
The aim of this qualitative case study of Maple Leaf Educational Systems is to explore the opportunities and challenges of offshore high schools in China from the perspectives of the State, students’ parents, schoolteachers and school leaders. Globalization, neoliberal reforms and contemporary human capital theories encourage the privatization and internationalization of education. As one of the types of international education, offshore high schools are highlighted owing to its innovation in educational models. Comparing the rising trend of offshore high schools worldwide, there is a large research gap in the field of offshore high schools. Therefore, a qualitative case study is designed to understand the opportunities and challenges of offshore high schools in China. The data are collected in Maple Leaf International High Schools – Dalian High School through interviews, non-participant observations, and documents. All of the data are triangulated and analysed using content analysis. The findings of this study indicate that Chinese economic development and educational reforms provide good opportunities for the development of MLES. The regulatory framework, quality control and recognition from authorities are the main factors to decide the sustainability and velocity of growth of offshore high schools in China. The conclusion of this study provides suggestions for the management and operation of offshore high schools in China, offer practical implications for other offshore high schools in China, which are established under similar principles, and provides implications and suggestions for policy-makers.
