Abstract
This study aims to develop a performance based assessment rubric for Institute of Teacher Education (ITE) teacher trainees in evaluating their performance of 21st century skills during teaching practice. Besides that, this study assesses the psychometric properties of the rubric constructed using the Multi Facet Rasch Measurement Model (MFRM) in determining the severity of raters, ability of the trainees, difficulty in assessment items, functionality of the rubric, relationship between facets and effects of bias interaction in the assessment. There are three phases in the process of developing the rubric which are the drafting phase, the verification phase and the testing phase. The drafting phase covers the analysis of document content, conceptualization and operationalization processes while the verification phase covers panel of experts review and rubric feasibility tests. The testing phase includes psychometric tests using FACETS software version 3.71.4 (2014) to certify the validity and reliability of the rubric constructed. The research design involved quantitative approaches, and to strengthen the quantitative research findings, qualitative approaches using interview method was used. The findings from conceptualization and operationalization show that eight constructs of the 21st century skills and 69 items of assessment were generated based on defining constructs each skill from the five selected 21st century skills framework.
