Abstract
Compliance with the procurement guidelines among construction industry’s procurement stakeholders and project parties has been facing serious challenges in Nigeria, and this has been affecting the overall performance of construction projects especially in terms of cost. This study aimed at developing a mediation model for the relationship between determinants of non-compliance with public procurement guidelines and cost performance of construction projects with compliance ethics as a mediator. Three major determinants of non-compliance with the PPGs that affects cost performance of construction projects were identified; they include unfamiliarity of the guidelines, conflict of interest in public procurement practices, and influencing project awards. The study introduced compliance ethics as a mediating constructs with three dimensions they include awareness, enforcement and innovative procurement practices. A quantitative research approach was used in carrying out the research, data was collected using a well-structured survey questionnaires from the procurement entities of nine randomly selected federal universities within three geopolitical zones of Nigerian northern region. A proportionate stratified simple random sampling technique was used in selecting the universities as well as the study respondents. The respondents comprised the construction procurement stakeholders and major project parties of the procurement entities. Process macro version 2.15 was used in analysing the mediation effects, factor analysis, descriptive statistics, Friedman’s ranking, and correlation analysis were equally performed in analysing the data. The study results indicate that determinants of non-compliance with public procurement guidelines had severe effects on cost performance of construction projects in Nigeria. Also, results of the mediation analysis shows that, the mediating variables (compliance ethics) when tested has significantly reduced the effects of the determinants of non-compliance with PPGs on cost performance of construction projects. Subsequently, the final mediation model was developed using the process macro mediation results obtained. The study provides enabling ground for enhancing construction projects cost performance, and this would have direct implications towards successful project delivery and achieving good value for money. Findings of this study recommended possible ways to considerably regulate irregularities in construction procurement contracts by inducing ethical compliance disciplines to the stakeholders and project parties.
