Quantitative data were collected using by adapted questionnaire from Leadership Behavior Description Questionnaire by Stogdill (1974) involved 320 respondent from jiran muda, jiran wanita, Rukun Tetangga and jiran usia emas. Managerial grid model from Blake and Mouton (1985) was used to measure the leadership style based on task structure and consideration dimensions. The findings showed that RT chairman has the character, behavior and understanding of the role of a leader based on its task structure and consideration dimensions at high levels, with a mean score of 4.11 and 4.13 respectively. These findings indicate that the chairman of the democratic leadership style is the most effective style.
