Abstract
The current Romanised Spelling System being used for bahasa Malaysia and bahasa Indonesia is a recent development of a joint system inaugrated on the 16th of August 1972.Its implementation as a medium of communication and dissemination of is a success and has since showed signs of a healthy development. It. is accepted and used widely by the various sectors of the community. Up to now there is hardly any serious research on the various aspects of the corpus planning of the romanised spellinq system as a whole which will be useful for the planning of implementation and standardisation strategies. Hence this thesis, the objective of which are as follows : i) to provide a complete documentation on the corpus planning of the Malay Romanised Spelling System from its early days until recently, ii) to formulate, so as to stablise, the various aspects of the spelling system if necessary, and iii) to suggest its planning and implementation strategy in the teachinq and learning processes of the spelling system and the standard pronounciatat ion of the languaqe. To achieve the above aims this thesis first examines historically, the development of the Romanised Spelling System from the time when it first used the latin alphabet in the 16th century until the formulation of the Common Romanised Spelling System in 1972. The aim of this thesis is to show whether the romanised spelling that was being used in a specified period in its historical development symbolised the Malay phonological system that existed then. Section I of this thesis covers the theoretical aspect of the language planning and its application in the various developing countries within this 20 years. Section II, which discusses the development of the Malay spelling system before the 20t century, studies the phonetic system in its archiac form and relates it to the system of the 16th. The phonetic representation using the latin alphabets in the early period is done by studying two categories of documents: ( i ) dictionaries and word lists, using the Italian, Dutch and latin spelling system of the 16th. and 17th. century and (ii) dictionaries and grammer as described according to the English language of 18th. and 19th. century the focus of attention being the representation on of vowels and vowel harmony found in the Malay language.
