Abstract
Management, leadership and teamworks have been identified as the
determining factors for the successful implementation of construction projects under
the supervision of Jabatan Kerja Raya, Malaysia. These aforemention factors form
the basis of project management best practices utilize by Jabatan Kerja Raya in
supervising their projects. The best practice could to a better supervision and project
management for the government projects and indirectly lead to a higher staff
productivity. To make these ambition a reality, a Project Management framework
combining the factors of management, leadership and teamwork should be form in
Jabatan Kerja Raya. The framework could help Jabatan Kerja Raya in supervising
their projects in a more coordinated manner. The objectives of this research are to
study the relationship between the implementation roles, the duties of project
manager, the needs for the project manager practice and form the valuation of
workplan for the best practice of the project manager. This study adopts
questionnaire survey in the data collection. The research respondents were randomly
sampled fromJabatan Kerja Raya project managers working in eleven states, namely
Perlis, Kedah, Pulau Pinang, Perak, Selangor, Negeri Sembilan, Melaka, Johor,
Pahang, Terengganu and Kelantan.From 196 questionaire forms distributed, only 130
were returned,respond rate of 66 percent,which form 66%. Data were analysed by
using descriptive statistics, factor analysis, correlation analysis and multi regression
analysis. The research result shows that there were positive communication in
between implementation factor with the roles of project manager and the needs of best practice project manager in Jabatan Kerja Raya. The multi regression analysis
shows that all the variation factors can assume that the needs of the best practice
project manager towards implementation procedure, the roles of project manager in
Jabatan Kerja Raya. It is suggested that for future research more players in the
industry such as contractors, consultants and other government agencies should be
involved in the data collection stage. Comparative studies among them can
potentially increase the value of project management best practices in Jabatan Kerja
Raya, Malaysia.
