dc.description.abstractEconomic Development strategy of a Nation has significantly aggravated by the provisions of low cost housing. The low cost housing is not solely the problem of developing countries but also unsolvable problem in major industrialized countries. There is often a gap between the demand and supply of housing in urban areas especially in Indonesia. Although the national policy for low cost housing take a serious account at it however, it seems superficial and merely a political cosmetic issue, therefore unable to narrow down the gap. The problem of low cost housing is complex and closely-knitted to social and political aspects, particularly in a country where the solution to this problem is very unique and cannot be implanted indiscriminately to any other places where there are 1,700 islands in Indonesia. Therefore, a specific solution needs to be addressed according to its regional, social and economic context. This thesis attempts to put forward an effort to formulate a policy for low cost housing in urban areas in Indonesia. By taking Medan as a case study, it is believed that the intended issues and problems of low cost housing in Indonesia can be focussed. The method of research is policy analysis procedure by Dunn (problem Structuring, Forecasting, Recommendation, Monitoring, and Evaluation): Problem Structuring (definition) yield information about the condition giving rise to the policy problem. Forecasting supplies information about future consequences of acting on policy alternatives, including doing nothing. Recommendation provides information about the relative value or worth of these future consequences in solving or alleviating the problem. Monitoring yield information about the present and past consequences of acting on policy analysis. Evaluation, which has the same name as its ordinary language counterpart, provides information about the value or worth of these consequences in solving or alleviating the problem. The findings of the study, found that the basic housing problem concerning a subject that is very knowledgeable, who cannot only be reviewed, particularly closely related to the economic development strategy and political will from the local to the kingdom before the low-income population does not have the political and economic power, but basis that is often associated with the necessary political and economic problems that are owned by other parties, especially the market authorities, namely the rich and the ruler. As a consequence of economic development strategies that have been selected fmally lead to the failure of basic provision of housing which in turn causes the high prices, high home prices, corruption in the management of the bureaucracy through long abuse of power, affordability / poverty, lack of funds and finally mismatch 'supply and demand'.en_US
