Abstract
Regroupment scheme programme, or in short RPS, is a programme that has been developed to improve the quality of lives of the poor Orang Asli community in Malaysia. This research was designed to evaluate the impact of the RPS programme in eradicating poverty in two aspects; livelihood and attitude. The life impacts studied were socio-economic, household expenditure, saving and debt, housing, assets, education, health and transportation. On the other hand, the impact on attitude was measured through the community’s attitudes toward poverty and their perception to the RPS programme. A total of 102 families from the tribes of Jahai and Temiar in the RPS Air Banun Hulu Perak were involved in this study. The research used a combined methodology of quantitative and qualitative approaches and descriptive measurements were used for data analysis. The research findings showed that the RPS was less successful to help improve the Orang Asli community in Air Banun even though it has been in operation for more than 30 years. Almost 97 percent of the Orang Asli community were still living under the poverty line income. Majority of the Orang Asli (88.3%) earned less than RM400 monthly and the average income of the head of the family in the researched area per month was RM269. Similarly, RPS gave minimal impact on their lives and attitudes. In this context, the research showed that there were little differences in their socio-economic status, education as well as basic necessities xvii such as road access and electrical supply in RPS. The Orang Asli in the researched area still relied heavily on the forest produces for living and also had low education. The research also showed that most of them in RPS had negative attitudes towards the programme itself.
