dc.description.abstractThe aim of development control is to create land use development for certain purposes with emphasis on intergrated development. Development control is a tool that consists of procedures and planning strategies heing used hy the planning authority in implementing development plan policies in the local contextand to ansure a balance in social and economic development. This study is concerning with the planning system and development control with emphasis on the effectiveness of development control as a tool of development. In currying out this study. Kuching city, Sarawak has been chosen as a case study. This study has three main aims : i) To identify the criteria factor being used for development control. ii) To study to what extent these criterias factors sustain in creating an effective development control. iii) Highlighted and concluded what are the new factors or upgrade the old factors in achieeving an effective development control. This study only emphaixzed an physical zoning and land use aspects on decelopment control in Kuching. The analysis is based on Gool Achievement Matrix Approach whee the criterias tools of development control will he categorized to the ranking priorities and hased on a set of good planning goals. The formulation of planning considerations is hased on good basis planning principle and experiences abroad that swit with the planning practice in Sarawak. The findings of the study indicated that the development goal is not heing fully fulfilled in the development plan and have the tendency to follow the present developmet trend. The practive of development control in Kuching should ensured a long term planning. The development control system does not have a comprehensive term of planning and is not clear in term of us justification. Beside that, uncertainty in legislation requirements showed the real phenomena of development control system in Kuching. The findings of the study will he used to propose a few approaches to overcame the weakness arouse and underlined a few new factors and upgrade the old factors in crate an effective and sustainable development control system.en_US
