Abstract
Delay in approval of development plans is an ollt-dated issue that came intn picture again after a press statement made by the Prime Minister, Y.A.B. Dato' Seri Dr. Mahathir Bin Mohamad. The statement which was published in Utusan Malaysia on the 11th of November 2000 alleged that delays in development projects are mainly due to red tape in government agencies. Is this allegation true? II' it is, then what are the root calise and how can it be prevented? These questions prompted the writer to carry out this research which \vas aimed at identifying the procedure and parties involved in the approval or development plans, to analyse ractors that led to the delay and to suggest necessary steps tn accelerate the process. The research focllsed on the delays as perceived by the parties involved in the development plan approval. 'fhe study area covered the state of Kelantan and Penang, and the samples were the personnel involved in the approval process i.e. the plan approval committee and the technical departments It is involve 10 districts in Kelantan and 5 districts in Penang. Findings of the study indicated that there are generally four types or stages of approvals that is required for any development plan. These are application and approvals /()[ "Land Conversion", "Planning Permission", "Sub-Division" and "Building Plans". The data indicated that there are little difference in the procedure practiced by both states in the processing of all four types of application. I !owever, some difference in the amount of fees charged is noted. In addition, it was also noted that the applicants in Kelantan are lhemselv~s responsible /()r contacting the technical departments for approval of building plans whereas in Penang, the apPlOval committee is responsible for making tilt:: contact. Further, the results indicated that delays in the approval of plans as a com mOil happening is well sllpported. fiowever, it is interesting to note that the delay is flot due to the bureaucratic red-tapes as previously alleged. The data showed that most of the delays are mainly caused by the applicant themselves i.c. the developer or their consultant. The four main factors with the suppoliing scores of between T.!.(~ iJ and 79% are contributory to the applicants themselves. 'fhese are incomplete documents, carelessness, last minutes changes to plans and the timc takel) tll make amendments as required by the authorities. In this regard, applicants must be educated and well versed with the requirement and procedures involved. Further research into this area is suggested. On the other hand, inter-departmelltal communication seems to be the main cause of delay which are contributory, with a supporting score of 67%. From the perspective of the approving authorities, corrective measures to speed up the process include preparing application v checklist, increased usage of computer, providing clear and complete guideline for applicants and setting a target timeline for the all the processes involved. With the implementation of these measures it is hoped that the delays in giving approvals that we are facing today could be minimized.
