Abstract
Public participation is not new in development. As early as 1930's and
especially in 1960's public participation is needed during urban development.
However this realization will not ensure comprehensive and effective
development without total public participation. Being to, public participation and
understanding on development are required so that the need aspiration of the
people could be protected. A research need to be taken to determine how
public participation could affect projects implemented for them. 12 Residents'
Association out of 186 Residents' Association were used as a sample to
measure the degree of public participation in urban development. Even though
the result showed that public participation is low, concerted effort should be
done to harness public participation. Findings and recommendations gathered
can act as a guide to encourage further public participation. The spirit gathered
from them should be maintained so that development projects planned for them
are achieved by strong cooperation from public participation
