Abstract
In this project, a new standard cell library is developed. A standard cell library contains different types of standard cells including combinational cells, sequential cells, tri-state cells, low power cells and other complex cells. The goals of this research are to design new types of standard cell library, create good tailored standard cells with required performance, reduce future project's design cycle by creating frequently used circuit as standard cell and acquire useful information regarding standard cell properties. The design flow of standard cell library can be categorized into two main stages. The first phase is called front end design which consists of schematic and layout design of standard cell. The following phase with the given name as back end process comprises characterization, compilation and verification of standard cells. The design is implemented with CEDEC standard cell libraries. In conclusion, the developed of this new cell that is shift and register will add in the CEDEC standard cell library.
